Adoption Assistance Program?

So I hear that when you turn 18 in California at least, you can get a 1,000 dollars a month till the age of 21. Is this true? and what are the legal ramifications and or "strings attached" to this deal? It seems like it may be too good to be true but i hear of it frequently. and where could i research this up?
